A Country Town Hall That Chose Columns
The Nihon Taishō-mura Village Office (日本大正村役場, also known by its original name, the former Akechi Town Hall / 旧明智町役場) is a timber-framed Western-style municipal building of 1906 standing in Akechi, Ena City, Gifu Prefecture, and it was entered on the national register as a Registered Tangible Cultural Property in 2000. It served as the sixth town hall of Akechi and remained in that role until September 1957.
Meiji-period Japan built a great many town halls and kept very few. Most were replaced once concrete became cheap. This one survived because the town found other uses for it, first as a chamber of commerce and a meeting hall, and then, from 1984, as part of Nihon Taishō-mura, an open-air quarter of preserved buildings that treats the streets of Akechi themselves as the exhibit.
Reading the Building
Two storeys, timber frame, hipped roof under sangawara pantiles, walls of horizontal weatherboarding, and rows of vertically sliding sash windows. The layout followed the logic of local government: clerks worked on the ground floor, and the council chamber occupied the floor above.
The porch is the part worth standing in front of. It projects from the facade slightly east of centre rather than dead centre, carries its own small hipped roof of the same tiles, and rests on columns of the Tuscan order. A Tuscan column in rural Gifu in 1906 was a considered choice. The plainest of the classical orders, it announced that the building belonged to the machinery of a modern state without the expense of anything more elaborate. The master carpenter was Naruse Sakushirō (成瀬鑿四郎), a local builder working from pattern-book knowledge of Western forms.
Registration in 2000 cited the criterion covering works that serve as a model of design. The Agency for Cultural Affairs describes the building as an example of late Meiji town hall architecture, and the word "example" is doing real work in that phrase: the value here lies partly in typicality, in showing how the ordinary business of local administration was housed across provincial Japan at the turn of the twentieth century.
Ena City has owned the building since the municipal mergers, and in 2015 designated it a Landscape Important Structure under its own ordinance.
Going In
Entry is free. The ground floor operates as a rest area with a tatami room where visitors can sit down with a cup of tea, and the upper floor holds photographs and material on how Nihon Taishō-mura came to be founded, along with a room set aside for the honorary village head. The public telephone inside has been kept in period style. Half an hour covers it comfortably; ten minutes covers it if the schedule is tight.
Nihon Taishō-mura as a whole opens from 9:00 to 17:00 between 1 March and 14 December, with last entry at 16:30, and shortens to 10:00 to 16:00 through the winter season from 15 December to the end of February. The quarter closes from 29 December to 3 January. The four paid museums nearby operate on a combined ticket, and each has its own weekly closing day, so a visitor arriving on a Tuesday or a Wednesday will find some doors shut and this one open.
Akechi Station, the terminus of the Akechi Railway, sits a few minutes' walk away, and the stone-paved Taishō Alley climbs towards the building between an old rice storehouse and a former draper's warehouse. Drivers come from either Ena or Mizunami Interchange on the Chūō Expressway. Photography of the exterior is unrestricted; inside, a quiet word at the desk settles the question.
Volunteers staff much of the quarter, and they are often the reason a visit lands. Someone will usually pour the tea and explain what the building looked like when the council still sat upstairs.
