Kuwadani No. 10 Sabo Dam: A 1920 Stonework Survivor in Hida's Forested Gorge
Twenty-three meters across, four and a half meters tall, fitted into a narrowing of the Kuwadani valley deep in northern Gifu — this is a check dam built entirely by hand in 1920, when stones were lifted by men and locked together without a drop of mortar. It sits roughly 220 meters upstream of its sister structure, the No. 2 dam, in a stretch of recovered forest in Miyagawa-chō, Hida City. The Agency for Cultural Affairs added it to the national register of Tangible Cultural Properties on 29 March 2019, listing it alongside four other survivors of the same Taishō-era project.
Why a Stone Wall Across a Mountain Stream Matters
Sabo (砂防, literally "sand defense") is the Japanese term for a class of civil engineering that addresses the country's steep, geologically young terrain. After deforestation, heavy rain, or earthquakes loosen mountain soil, gravel and boulders can sweep downstream and bury villages and farmland in a matter of minutes. A sabo dam is not built to hold back water in the manner of a hydroelectric dam; it is meant to slow and trap sediment — letting water pass through while pinning the gravel in place above it.
The technique used here is called karaishi-zumi (空石積), or dry stone masonry: blocks shaped with hammers, set against one another with no binder, the structure relying entirely on weight, friction, and clever fit. The downstream face stands at a 1:0.1 slope — sharply angled — which is characteristic of Taishō-period sabo work. What sets the No. 10 apart from the others in the Kuwadani group is an additional fuku-entei (副堰堤), a low auxiliary dam set against its front face. That secondary structure uses neri-ishi-zumi (練石積), or mortared stone masonry, and serves as a cushion — absorbing the impact of water falling over the main lip and protecting the foundation from scour.
Designation as a Registered Tangible Cultural Property
Japan's registration system for tangible cultural properties (登録有形文化財) was created in 1996 to recognize modern structures of historical or technical value, distinct from the older Important Cultural Property category. Sabo dams have been a growing presence on the register since the early 2000s, as engineers and historians have realized that Japan's first generation of Meiji- and Taishō-period sabo works was quietly disappearing under sediment, vegetation, and replacement projects.
The No. 10 was registered on 29 March 2019, together with four of its companions on the same stream — Kuwadani No. 1, No. 2, No. 5, and No. 6 — and others nearby. The dossier prepared for the listing emphasized two specific points. First, that the entire structure was raised by manual labor. There were no excavators or cranes on this slope in 1920, only men, levers, ropes, and time. Second, that the dam now sits in a setting that demonstrates what it was built to do: the surrounding hillsides, once scarred by erosion, are again covered in mature forest. The dam reads as part of the landscape rather than against it.
What to Look For on Site
The first thing to notice is the joinery. Each face stone has been chosen to interlock with its neighbors, hairline gaps tightening as the eye climbs the wall. A century of freeze-thaw cycles, snowmelt, and the abrasion of waterborne sand has not unseated them — a quiet argument for the patience of pre-machine construction.
The auxiliary sub-dam in front is the second thing to seek out, and it is structurally a different beast. Where the main dam is dry-laid and steeply pitched, the sub-dam uses mortared joints and a gentler profile. Standing between the two structures, you are essentially reading two distinct decisions about how to dissipate the energy of falling water.
Look up the valley walls afterwards. The thick canopy on both sides of the stream is what the registration text calls "vegetation recovery." A century ago much of this slope was raw rock and gullied soil — the very reason the dam was built. Sabo works in Japan are unusual among public infrastructure for being most legible only after they have succeeded.
Around Hida City
Most visitors approaching Kuwano arrive from Hida-Furukawa, the largest town in the city. Furukawa is worth at least a half-day in its own right. Its old quarter preserves white-walled storehouses lining a koi-stocked canal, and the town hosts the Furukawa Festival each April — its night ritual, in which men in loincloths clash beneath a giant suspended drum (the Okoshi Daiko), is inscribed on UNESCO's list of Intangible Cultural Heritage. Further south in Takayama, the open-air Hida Folk Village (Hida no Sato) relocates traditional gasshō-zukuri farmhouses to a hillside park for year-round visiting.
For travelers drawn here by the sabo theme itself, the Miyagawa Valley is a slow scenic drive along Route 360, following the river north toward the Toyama prefectural border. Riverside views, hot springs at Okuhida, and small mountain shrines reward unhurried exploration. Note that this is heavy-snow country: from late autumn through early spring the side roads near Kuwano can be closed.
