Aoshita Dam Former Management Office (青下ダム旧管理事務所) is a reinforced concrete building on the right bank of the first Aoshita reservoir at Kumagane, Aoba Ward, Sendai City, Miyagi Prefecture, put up in 1933 as the water source office and listed as a Registered Tangible Cultural Property (Structures) on 7 June 1999. It is single-storey with a two-storey portion and covers 70 square metres. Of the eight structures registered in this valley, only this one is classified as a building.
The work carried out here was river gauging and meteorological observation. How much rain fell, how much water came down the valley: those records were the basis on which the dams below could be operated. Calling it an office undersells it. It functioned as an observatory posted at the head of the city's water supply.
The listing criterion is that the structure sets a standard in design. Among the eight Aoshita registrations, only this building was assessed on that basis; the other seven were listed for contributing to the historic landscape of the nation. In a valley full of civil engineering, this is the one piece evaluated as architecture.
The Stair Tower
The first thing anyone notices is the stair enclosure pushing out from one corner in a curve. Rather than wrapping the stairs in flat walls, the designer projected a segment of a cylinder beyond the building line. That move belongs squarely to the International Style vocabulary that spread through the 1920s and 1930s: strip away ornament, assemble volumes that answer to function, and let the contrast between flat planes and curved ones do the compositional work.
The round windows punched into the wall come from the same source. Circular openings recall a ship's porthole, and new architecture of the period reached for them often. Set against a completion date of 1933, their appearance on a municipal waterworks building in a provincial valley marks an early adoption rather than a late echo.
The design is attributed to Kikuchi Kōtarō, working under Shikai Seigo, head of the architecture section in the city's waterworks expansion division. Both men trained at Sendai Municipal Technical School, now Sendai Technical High School. No outside practice was commissioned; city employees drew the plans themselves. Sendai's first waterworks expansion was carried out with the city's own engineering staff, and this building is one of the clearer pieces of evidence for that.
What to Look For
The building stands where the walking routes begin, so it is the first registered structure a visitor meets. The history course, 500 m there and back, runs from here downhill to the clearing with the Aoshita Dam Monument and on to the first dam. Walking away from Aoshita Dam Former Management Office therefore traces the system in the order water moves through it.
The curve of the stair tower changes with your position. Seen straight on it is a half-round bulge; step round to an oblique angle and it reads as a vertical shaft rising past the roofline. A building of 70 square metres feels considerably larger than that, and this piece of massing is why.
Two paths lead away from the building, one climbing to the hiking route and one running level into the forest walk. Visitors choose here which way to go, which makes the former office a waymarker as well as an exhibit.
Visiting Aoshita Dam Former Management Office
The building sits inside the Aoshita water source grounds and its exterior can be viewed freely, from 9:30 a.m. to 4 p.m., at no charge. The interior is not open and no special opening is scheduled. A visit means examining the outside and then following the paths that start from it.
Those paths are deliberately unpaved. Visitors who need firmer support can borrow an attendant-operated electric wheelchair kept at the Sendai City Waterworks Memorial Hall for use on the level sections, available during hall hours of 9:30 a.m. to 4 p.m. There is one unit and reservations take priority, so call ahead. An attendant is required.
No notice on site restricts photography. Photographing the exterior is fine; for tripod work or commercial shoots, contact the Memorial Hall on 022-393-2188 in advance.
By bus, take the Sendai City service for Jōgi from Sendai Station, alight at Ōtemon-iriguchi and walk 8 minutes. From Kumagane Station on the JR Senzan Line it is 20 minutes on foot. Driving takes about 40 minutes from Sendai Station or about 30 minutes from the Sendai-Miyagi interchange. The Memorial Hall shuts on Mondays except public holidays, on the day after a public holiday, and from 1 December to 31 March.
