Standing proudly on Daimyocho Street — the grand avenue that leads directly to Japan's National Treasure Matsumoto Castle — the Former Dai-Ichi Kangyo Bank Matsumoto Branch is one of Nagano Prefecture's most distinguished examples of early Showa-era modern architecture. Built in 1937 as the Nihon Kangyo Bank Matsumoto Branch, this reinforced concrete building served the city's banking needs for over six decades before being transformed into HARMONIE BIEN, an acclaimed French restaurant and wedding venue. Registered as a national Tangible Cultural Property in 2007, the building stands as a testament to Matsumoto's significance as a thriving commercial hub and to the determination of its citizens who rallied to preserve this architectural treasure.

Historical Background

The building was constructed in 1937 (Showa 12) by the Nihon Kangyo Bank (日本勧業銀行) as its Matsumoto branch. The design is attributed to the bank's in-house building department (営繕課), though architectural historians believe that prominent architect Setsu Watanabe, who was involved in several Kangyo Bank projects during this period, may have contributed to the design. The construction was carried out by Shimizu-gumi, known today as Shimizu Corporation, one of Japan's leading construction firms.

Through a series of mergers in Japan's banking industry, the building changed its name from the Nihon Kangyo Bank to the Dai-Ichi Kangyo Bank in 1971, and then to Mizuho Bank in 2002. The branch continued to serve customers until 2003, when the Mizuho Bank Matsumoto Branch relocated to newer premises, leaving the historic structure vacant.

After closure, the building faced the threat of demolition. However, a remarkable grassroots preservation movement emerged among the citizens of Matsumoto. More than 20,000 signatures were collected, accompanied by public fundraising efforts, to save this beloved landmark. The campaign succeeded, and in 2007, the building was officially registered as a national Tangible Cultural Property. By April 2008, the restored building reopened as HARMONIE BIEN, a restaurant and bridal facility operated by Take and Give Needs Co., Ltd., in partnership with Meishinkan Co., Ltd. In 2017, the building was additionally registered as a Matsumoto City Modern Heritage site.

Why It Was Designated a Cultural Property

The Former Dai-Ichi Kangyo Bank Matsumoto Branch was registered as a national Tangible Cultural Property on October 2, 2007, in recognition of its architectural significance as a representative example of early Showa-era commercial architecture in Nagano Prefecture. The building is valued for its distinctive design featuring unique curved arch openings, its well-preserved reinforced concrete structure, and its role in reflecting the economic vitality of Matsumoto as a commercial city during the prewar period. Facing east toward the approach to Matsumoto Castle, the building occupies a prominent position on the city's most important historical thoroughfare and symbolizes the modernization of the region.

Architectural Highlights

The building is a three-story reinforced concrete structure with a partial basement and a rooftop tower, covering a building area of 692 square meters. Its exterior walls are finished in mortar with scored joints that create a stone-like appearance, lending the facade a dignified and substantial character.

The most striking architectural feature is the series of distinctive elongated pointed arch openings that define the building's character. Seven of these arches line the main facade facing Daimyocho Street, while three arches each adorn the two side elevations and the rear. The unique curvilinear form of these arches sets this building apart from other bank buildings of the same era and gives the exterior a graceful, almost Gothic quality.

Inside, the former banking hall is a grand double- and triple-height atrium space that originally served as the main business floor. Today, this soaring interior has been adapted for use as a banquet hall and wedding reception venue, where guests dine beneath elegant chandeliers. Original features such as staircase railings and the massive door of the bank's vault have been preserved and incorporated into the current design, offering visitors a tangible connection to the building's banking past. A circular chapel on the second floor, unusual in Japanese wedding venues, has become a particularly beloved feature for couples celebrating their marriages here.

Visiting HARMONIE BIEN

Today, the building operates as HARMONIE BIEN, offering visitors multiple ways to experience this cultural property. The first floor houses Café Voir (ボワール), where guests can enjoy specialty teas, pastries prepared by the in-house pâtissier, and the popular Daimyocho Curry. The second and third floors serve as a French restaurant featuring courses made with locally sourced Shinshu ingredients, complemented by a selection of Nagano Prefecture wines curated by a senior sommelier.

The building also serves as a wedding and event venue, with the grand banquet hall and intimate private dining rooms available for celebrations of various sizes. The adjacent Matsumoto Marunouchi Hotel (operated by Meishinkan Tobira Onsen) provides convenient accommodation for guests.

Opening hours vary by service: the café operates from 11:00 to 17:00, lunch is served from 11:30 to 15:00, and dinner from 17:30 to 21:30. Please note that the restaurant is closed for dinner on Mondays and all day on Tuesdays (except breakfast). Reservations are recommended, especially for dinner. Visitors are welcome to admire the architecture while dining or enjoying a coffee — the building is, after all, a shared treasure of the Matsumoto community.
