Where the river is borrowed

The Tokuda Power Plant Water Intake Station (徳田発電所取水所, Tokuda Hatsudensho Shusuijo) is the intake works of a small hydroelectric station on the Satogawa in Tokudacho, Hitachiota City, Ibaraki Prefecture, built in 1926 and listed as a Registered Tangible Cultural Property on November 8, 2004. Its core is a gravity concrete weir 12 meters long and 2.0 meters high, with an intake mouth and 138 meters of stone-faced revetment.

It stands about 2 kilometers upstream of the powerhouse. A scouring gate and a control gate sit side by side at the left end of the weir. Water admitted there runs through a Culvert, passes a settling basin where sand drops out, and arrives at the head tank above the station. From the tank a steel penstock falls down the slope, and the 106.15 meters of head it gains turns the turbine.

A weir 2.0 meters high tends to disappoint anyone expecting a dam. Storing water is not what the Tokuda Power Plant Water Intake Station does. In a run-of-river scheme the head comes from the 2 kilometers of channel and the fall of the hillside, not from the height of the barrier, so the weir only needs to be tall enough to turn part of the flow sideways. When the river rises, the water simply goes over the top and carries on downstream.

Why the intake was listed

The Tokuda Power Plant Water Intake Station was registered on November 8, 2004, together with the powerhouse, the tailrace and the spillway, under registry number 08-0150; the notice followed on November 29. The criterion applied was contribution to the historic landscape of the country. The Registered Tangible Cultural Property system was built for structures that stay in use, which is why a working weir can hold the status.

The description published by the Agency for Cultural Affairs calls it a facility that cannot be left out if you want to understand how a run-of-river plant works, small though it is. Powerhouses photograph well, but the questions of where water enters the system and how it is separated from silt can only be answered at the weir and the settling basin. That is the reason this structure carries a listing of its own rather than being folded into the station.

Set the three intakes on the Satogawa side by side and the differences are legible. Kami, of 1919, has a weir 33.5 meters long with dressed stone along its crest and a settling basin built as one piece with the control gate. Ozatogawa, of 1926, has a weir 17.8 meters long with a fish ladder on the right bank. The Tokuda Power Plant Water Intake Station is the smallest at 12 meters and has no fish ladder, which follows from its flow: 0.78 cubic meters per second, the lowest of the three.

In 2017 the Japan Society of Civil Engineers recognized the whole group as a Civil Engineering Heritage site under the name Satogawa River System Hydroelectric Power Stations.

What to look at

The interesting part is the left end rather than the weir itself. The scouring gate and the control gate stand together, and the river divides between them: what goes through the control gate becomes electricity, what goes through the scouring gate returns to the channel with the gravel it was carrying. Two gates, two jobs. Mountain rivers move a great deal of coarse material during a typhoon, and the engineers who laid out the Tokuda Power Plant Water Intake Station clearly spent time on that problem.

Water taken in vanishes almost at once, since the line runs as a culvert. It reappears at the settling basin, a widened pool where the current slows enough for sand to fall out. Skip that step and the turbine blades would be sandblasted from the inside.

The revetment runs 138 meters. It armors the bank above and below the weir so that a flood cannot undercut the intake, and the pairing of a concrete barrier with hand-laid stone facing is characteristic of Japanese civil works of the late Taisho era, when concrete was new and masonry skills were still abundant.

Walk 2 kilometers downstream and you reach the powerhouse. Over that distance the water in the pipe drops roughly 106 meters. Being able to pace out a hydraulic head instead of reading it off a diagram is one of the pleasures of a station at this scale.

Visiting the Tokuda Power Plant Water Intake Station

The intake belongs to Tokyo Hatsuden and forms part of a working generating system. No public tours or open days are advertised (checked September 2026). The fenced area may not be entered, so a visit means viewing the structure from the public road or the riverside. Photography from the road is fine. Keep away from the water's edge, which is dangerous when the river is high.

By public transport, take the JR Suigun Line to Hitachiota Station and then the Ibaraki Kotsu bus on the Konaka and Satogawa route to the stop named Tokuda Hatsudensho, about 80 minutes. From there the intake lies roughly 2 kilometers further upstream along the river. Only about three weekday services call at the stop and none run at weekends or on public holidays, so check the Satomi district public transport map published by Hitachiota City first.

By car, follow National Route 349 north from central Hitachiota and turn onto the prefectural road along the Satogawa; allow about an hour. There is no visitor parking and the lane is narrow, so stop only briefly and well clear of traffic. The surface ices over in winter.
