The route taken by water that never reached the turbine
The Tokuda Power Plant Spillway (徳田発電所余水路, Tokuda Hatsudensho Yosuiro) is an overflow channel at a small hydroelectric station in Tokudacho, Hitachiota City, Ibaraki Prefecture, built in 1926 and listed as a Registered Tangible Cultural Property on November 8, 2004. Built of concrete and 254 meters long, it discharges surplus water from the head tank above the powerhouse into the Satogawa.
It works in two parts. The first 23 meters, immediately below the tank, run as a concrete Culvert. The remaining 231 meters are open channel, the side walls faced in diagonal tanizumi stonework on a slight batter and the invert finished in mortar. At the bottom of the slope the water enters the river a little upstream of the tailrace outlet, where 11 meters of stone revetment protect the bank.
Not every liter drawn from a river ends up making electricity. When the turbine is shut down for maintenance, when demand falls, or when a flood pushes more water into the intake than the plant can use, the water arriving at the head tank has nowhere to go. The Tokuda Power Plant Spillway is the door that opens then. A river keeps flowing whether or not the machinery is running, and that fact is the reason these 254 meters exist.
Why the spillway was listed
The Tokuda Power Plant Spillway was registered on November 8, 2004, together with the powerhouse, the tailrace and the intake, under registry number 08-0149; the notice followed on November 29. The criterion applied was contribution to the historic landscape of the country, and the status is that of a Registered Tangible Cultural Property.
Of the station's four listed elements this is the longest. The weir at the intake is 12 meters long, the powerhouse covers 81 square meters, the tailrace runs 34 meters. The figure of 254 meters is the hillside written down: linking the head tank to the water surface of the river, without cutting into unstable ground, took that much channel.
The split between covered and open sections repays attention. Directly under the tank the gradient is steep and the flow fast, so 23 meters were built as a culvert; once the slope eases, the line changes to 231 meters of open channel. Mortaring the invert stops water escaping through the joints of the masonry and washing out the soil behind it. Concrete, cut stone and mortar, each used where it does its job best, is a fair summary of Japanese civil engineering practice at the end of the Taisho era.
In 2017 the Japan Society of Civil Engineers recognized the group of stations on this river as a Civil Engineering Heritage site under the name Satogawa River System Hydroelectric Power Stations.
What to look at
Look up the slope. The steel penstock drops in a single straight line, and the Tokuda Power Plant Spillway cuts a second straight line just north of it. In a landscape of switchback lanes and contour-hugging paths, two parallel straight lines running down a wooded hillside are hard to miss. They are what the ambition of a 106.15-meter head looks like when it is drawn on a mountain.
The open channel is walled in the same tanizumi coursing used at the tailrace, though the revetment here is only 11 meters long against 33 meters there. Water reaching the river through the spillway arrives with less force than water leaving the turbine, so a shorter length of armored bank was enough.
Do not expect to find water in it. When generation is running normally there is no surplus, and a dry bed of mortar and stone is the usual sight. Water in the channel means the turbine is stopped or the river is high. An empty spillway is not a disused one; the emptiness is the sign that everything upstream is working.
The outlet sits just above the mouth of the tailrace. Seeing both within a few paces of each other makes the arrangement clear: water that did the work and water that did not, returning to the same river by separate roads.
Visiting the Tokuda Power Plant Spillway
The channel belongs to Tokyo Hatsuden and forms part of a working generating system. No public tours or open days are advertised (checked September 2026). The channel and the grounds are closed, so a visit means viewing from the public road or the riverside. Photography from the road is fine. Do not climb the slope to follow the channel: the ground is steep and the land is private.
By public transport, take the JR Suigun Line to Hitachiota Station and then the Ibaraki Kotsu bus on the Konaka and Satogawa route to the stop named Tokuda Hatsudensho, about 80 minutes away. Around three services a day call there on weekdays and none at weekends or on public holidays; the Satomi district public transport map published by Hitachiota City carries the timetable.
By car, follow National Route 349 north from central Hitachiota and turn onto the prefectural road along the Satogawa; allow about an hour. There is no visitor parking, so stop only briefly and clear of traffic. The line of the channel reads best down the slope once the leaves are off the trees, which is also when ice forms on the road.
