Kyoto's Working City Hall of 1927

The Kyoto City Hall Main Building (京都市役所本庁舎) is a city hall of 1927 in Kamihonnojimaecho, Nakagyo Ward, Kyoto City, Kyoto Prefecture, and was registered as a Registered Tangible Cultural Property (structure) on March 13, 2025 (Agency for Cultural Affairs).

The Agency records a reinforced concrete building of 4 storeys above ground and 1 below, with a building area of 3,338 square metres and a central tower, extended in 1931 and renovated in 2021; registration number 26-0678.

The Third City Hall on Oike-dori

The Kyoto City Hall Main Building faces south onto Oike-dori (Agency for Cultural Affairs). It was designed by the city's building department with a leading architect of the Kansai region as adviser, and is a reinforced concrete building of 4 storeys above ground and 1 below, with a tower at its centre.

According to Kyoto City, the present hall, the city's third, was built in two stages: the east wing in 1927 and the west wing in 1931. It is almost perfectly symmetrical about the central entrance, with projecting centre and wings and a tower, a Neo-Baroque frame.

Why It Was Registered

The Agency notes the strongly vertical exterior and the Eastern motifs scattered through the interior, such as Islamic-style arches in the stair hall, and calls it a working city hall with the dignity of the old capital; it was registered as a model of design. Kyoto City adds that the ornament swaps Western forms for Asian ones: Japanese motifs, lotus and chrysanthemum patterns, Indian forms and ogee arches drawn from Islamic architecture in the entrance hall.

What to Look For

Look for the ogee arches of the entrance hall and the lotus and chrysanthemum patterns on the ceilings (Kyoto City). The city notes that the lottery for the order of the Gion Festival floats is held each year in the council chamber, and that the building forms the backdrop to the Gion and Jidai festival processions.

Visiting

According to Kyoto City, the roof has been laid out as a garden that anyone may visit on days the city hall is open. It connects directly to Kyoto Shiyakusho-mae Station on the subway Tozai Line.
