Matsumoto Waterworks Shimauchi First Source: Collection Well and Inspection Chambers

The Matsumoto City Waterworks Bureau still keeps the construction diary its engineers wrote in the early 1920s. An entry dated 15 August 1922 records that the collection piping, the inspection chambers and the collection well were finished, and that the crew gathered for a celebration. Very few cultural properties in Japan can be dated to a single afternoon. This one can.

What those men completed that day lies on flat ground beside the Naraigawa river in the Shimauchi district, on the northwestern edge of Matsumoto. Above the grass there is almost nothing to look at: three squat concrete boxes with steel lids, and one wider concrete cylinder closed by an eighteen-sided steel cover. Underground, buried conduits connect them. This was the point at which water entered Matsumoto's first modern waterworks.

The Matsumoto basin has never been short of water. Springs rise inside the old castle town itself. The Genchi Well and the spring at Tsukiizumi Shrine are both protected today as Special Historic Sites of Matsumoto City, and they served the town for centuries.

What changed after the Meiji period was the arithmetic. The population climbed, fire swept the streets more than once, and a scattering of private wells could answer neither problem. Surveys for a piped supply began in the middle of the Taisho era, and the water they settled on lay outside the city limits, in the neighbouring village of Shimauchi.

The engineering is easy to follow once the parts have names. Spring water seeps into buried collection pipes. At each point where those pipes change direction, an inspection chamber, a kaisho, was set into the line: three in all, each giving access to the joint and letting the flow settle briefly. The chambers pass their water to the collection well, the shusuisei, a single cylinder deep enough to hold a working reserve, from which pumps in the engine house lifted it toward the hill above the city. A separate conduit runs from the chambers back to the Naraigawa, returning whatever the system had no use for.

Why It Was Registered

Japan protects cultural properties through two mechanisms that are often confused, and the distinction matters here. Designation, shitei, is the older and heavier instrument. National Treasures and Important Cultural Properties are designated, which brings strong legal protection and correspondingly strict control over any alteration. Registration, toroku, was introduced in 1996 to solve a different problem: large numbers of buildings from the Meiji, Taisho and early Showa periods were vanishing to redevelopment and changing ways of living before anyone could assess them. The registration system is deliberately lighter. It asks an owner to notify the state before major changes rather than to seek permission, and it is built to catch structures while they are still standing.

The collection well and its chambers were entered on the register of Tangible Cultural Properties (Structures) on 4 August 2015, in the eighty-first round of registrations, under registration number 20-0480.

Registration operates against three published criteria, and which clause a property is registered under is a small piece of information that repays attention. The storehouse, the junction well and the old distribution reservoir registered on the same day were all entered as structures contributing to the historic landscape of the nation. This one was not. Its record cites a different clause: that it would not be easy to reproduce.

The judgement is about knowledge rather than appearance. A concrete cylinder in a field is not picturesque. But the arrangement of conduits, chambers and well embodies a particular way of taking a city's drinking water from springs, and that arrangement is not something a later generation could reconstruct from first principles.

Two names attach to the wider project. Sano Tojiro carried out the source survey and Takechi Shojiro handled the design, and both had standing in the early construction of modern waterworks in Japan. Their involvement is part of why Matsumoto's waterworks group was assessed as it was.

The route to registration took years. A comprehensive survey of modern heritage carried out by the Nagano Prefectural Board of Education in fiscal 2007 and 2008 flagged the old Joyama distribution reservoir and its junction well as candidates. When an inspector from the Agency for Cultural Affairs visited in September 2013, his advice was to widen the frame: the Joyama structures and the Shimauchi source facilities were one system and ought to be registered as one. Matsumoto filed its formal opinion at the end of September 2014. Six structures were registered the following August.

What to Look For

Start with the units. The collection well has an internal diameter of fifteen shaku, about 4.55 metres, and walls one shaku two sun thick, roughly 0.37 metres. The chambers measure four shaku square inside, near enough 1.22 metres, with walls of seven-tenths of a shaku, some 0.22 metres.

Concrete was the newest material available to a Japanese engineer in 1922. The dimensions it was poured to were the ones a carpenter's rule had given since the Edo period. Japan had legislated for the metric system by then, but on a building site the shaku and the sun still ruled.

The finishing repays a close look. Cut granite blocks were laid along the top edge of every wall, well and chamber alike, where a purely functional structure would have needed nothing. The well carries that eighteen-sided steel cover, an odd number of facets for a circle. The chambers have steel roofs of their own. At the bottom of the well, river gravel was spread in a ring.

None of this was decoration. Gravel filters, granite endures, steel lids keep out what should stay out. But the care taken over parts destined to spend a century out of sight says something about the standard the project was held to.

The original drawings survive in the bureau's archive, and set against them the structures have barely moved from what was built. Total area across the group comes to twenty-seven square metres. The beginning of a city's water supply occupied roughly the footprint of a small bedroom.

Seeing any of it takes planning. The site is a working part of Matsumoto's water infrastructure and is not open to casual visitors. The city runs guided visits through its Demae Koza outreach programme, with applications made to the Lifelong Learning Division through the municipal electronic application system. Availability depends on the season and on whatever engineering work is under way, so a request is not a guarantee.
