A Stone Breakwater from 1698
The Genroku Breakwater at Otafu Fishing Port (大多府漁港元禄防波堤) is a dry-stone breakwater built in 1698 on Otafu Island in Hinase-cho, Bizen City, Okayama Prefecture, and was registered as a Registered Tangible Cultural Property (structure) on January 16, 1998. It was built by Tsuda Nagatada, construction commissioner of the Okayama domain, on the orders of the domain lord Ikeda Tsunamasa (Japan Heritage portal, Bizen City Board of Education).
The Agency for Cultural Affairs records it as a vertical stone-built breakwater 129.7 metres long, 6.0 metres wide and 5.0 metres high, registration number 33-0018, owned by Okayama Prefecture, and dates it to the late 17th century.
A Harbour for Waiting on the Wind
According to the Bizen City Board of Education, the harbour was built because lords from western Japan, travelling to Edo on their alternate-attendance journeys, had used Otafu, a natural anchorage, to wait for favourable winds. Ships crossing the Seto Inland Sea needed such places to sit out wind and tide, and Otafu Island, at the southern edge of the Hinase islands, became one.
The Otafu breakwater is also a component of the Japan Heritage story of Kitamaebune ports of call and shipowner villages. The Japan Heritage portal describes it as the breakwater of an official Okayama-domain port used by Kitamaebune trading ships, lords' state vessels and large cargo ships.

Visiting the Otafu Breakwater
From JR Hinase Station on the Ako Line, walk about 10 minutes to Hinase Port, take the scheduled boat for about 40 minutes to Otafu Island, then walk about 3 minutes (Okayama tourism federation). By car, Hinase Port is about 10 minutes from the Bizen Interchange on the Okayama Blue Line. Boats are run by Taisei Kisen and can be cancelled in strong wind, so check the service status before setting out.
