Its base is finished to look like stone, the corners and the narrow piers between the tall sash windows of both floors are faced in brown tile, and the top is treated like an architrave (Agency for Cultural Affairs). The Agency notes that it combines the solidity of a bank with a modern feel. It was designed by Ogasawara, an architect from the Railway Agency who worked in Osaka.
