A Brick Tower at the Cape Where Two Seas Meet

Omaesaki Lighthouse (御前埼灯台, also written Omaesaki Tōdai) is a Western-style brick lighthouse standing at the tip of Cape Omaezaki in Omaezaki City, Shizuoka Prefecture, first lit in 1874 and designated an Important Cultural Property of Japan on 2 August 2021.

The cape marks the boundary between Suruga Bay and the open water of the Enshū-nada. A small spelling puzzle greets anyone who reads the signs carefully: the city and the headland are written 御前崎 and read Omaezaki, while the lighthouse alone keeps the older character 埼 and is read Omaesaki. Locals use both without comment.

The water here has a long record of taking ships. Roughly three kilometres east of the tower lies Gozen-iwa, a reef field about 150 metres across and some 1,100 metres from north to south, its rocks breaking the surface only at low tide. Between 1885 and 1958 more than 150 vessels are recorded as having struck it. The Kuroshio current running up from the south collides here with water spilling out of Suruga Bay, and the sea rarely lies flat.

Long before the brick tower, the Tokugawa shogunate put a light on this spot. The Miobi Tōmyōdō, built in 1635, was a hut roughly 3.6 metres square with an oil lamp at its centre and oiled paper screens on the three sides facing the sea; villagers served in rotation as keepers, with the shogunate supplying the oil and the paper. It burned for more than 240 years. A reconstruction stands near the present lighthouse gate, and the contrast between that small wooden box and the tower above it is the shortest history lesson on the site.

What forced the change was a wreck. In 1871 a warship built by the former shogunate ran onto the Seigo-ne reef just offshore of the old light hut. The new Meiji government treated the loss as a national embarrassment. Richard Henry Brunton, the Scottish engineer hired to build Japan's lighthouse system, surveyed the cape and recommended a full tower. Work began on 26 May 1872 on a bluff about 36.7 metres above the sea, and the light was switched on for the first time on 1 May 1874.

Why the Tower Carries a National Designation

The Agency for Cultural Affairs register lists the tower as one unit under the category of modern industry, transport and civil engineering, dated to 1874, with designation number 2724. Its structure is recorded as metal, brick and stone, with a building area of 60.54 square metres and attached walls to the east and west. The designation criterion applied is the third: high historical value.

Three technical points sit behind that judgement.

The first is timing. Between 1868 and 1872 the Meiji government built thirteen lighthouses, most of them obligations extracted by foreign powers through the Edo and Osaka conventions. Omaesaki belongs to the batch that came next, the ones the government planned on its own initiative. The Agency's commentary places it among the earliest Western-style lights Japan built for its own reasons rather than under treaty pressure.

The second is the masonry. The tower is a double-cylinder brick structure, an inner shell within an outer shell, with a weight tube running up the core. Concrete was used in the foundation work, a novelty in Japanese building at the time. The Agency's commentary singles this out as one of the earliest brick lighthouses in the country.

The third is the optic. Omaesaki was fitted with a rotating first-order lens made by Sautter, Harlé of France, standing 259 centimetres tall. Japan had not used a rotating first-order apparatus before. The lens weighed over three tonnes and turned on a clockwork principle: a weight of 500 to 600 kilograms hung on a steel wire inside the tower's central shaft, and its slow descent drove the gear train that turned the lens.

That lens did not survive the war. In July 1945 American carrier aircraft strafed the cape repeatedly, destroying the lens, the lamp apparatus and the rotating machinery, and leaving the shaft pocked with bullet strikes. A temporary light held the position. Repair work finished on 24 March 1949: parts of the tower were reinforced, the lantern room was patched, and a domestically made third-order flashing lens 157 centimetres tall took the place of the French original. To turn the new lens smoothly under low power, engineers floated it on a mercury bath holding roughly 8.8 litres of mercury, about 120 kilograms.

Later work has been conservative. In 1983 the tower was strengthened against a predicted Tōkai earthquake by wrapping it in piano wire. A refurbishment running from October 2016 repainted the exterior and replaced the interior lining boards of the stair shaft with hinoki cypress. The lamp has been changed several times, most recently to a metal halide source, but the brick shell has kept its 1874 form.

One further item rides on the designation. Japanese heritage law allows objects essential to understanding a designated property to be listed as tsuketari, or attached items. Here that item is the former automatic weight-winding machine for the rotating mechanism, one set, manufactured in Japan in 1950. It is now owned by Omaezaki City and displayed in the lighthouse's former keepers' quarters, the second building covered by the same designation.

Going Up: What Visitors Actually See

Omaesaki is one of sixteen lighthouses in Japan that the public can climb. The Japan Lighthouse Association (Tōkōkai) runs the visiting programme from a branch office at the foot of the tower, and the requested donation is 300 yen for anyone of junior high school age and above. Elementary school children and younger enter free, as do holders of a disability certificate and one accompanying person.

Hours changed on 1 March 2026, when the association introduced a midday closure at its staffed lighthouses. Mornings now run from 9:00 to 12:00 throughout the year. Afternoon hours are 13:00 to 16:30 on weekends and public holidays during March to October, 13:00 to 16:00 on weekdays in that period, and 13:00 to 16:00 across November to February. Last admission is fifteen minutes before each session ends. The tower stays open through the New Year holidays but closes in strong wind or rough weather, when the grounds around it remain open for walking.

Inside, the climb is close to eighty steps on a spiral stair. Partway up, a small window installed during the 2016 work opens onto the bare brickwork of the shaft. The bond is English bond, courses of headers alternating with courses of stretchers, and this was the first time since the war that anyone could see the raw masonry from inside. It is worth pausing there before continuing.

The balcony sits 17 metres above the ground and 54 metres above mean sea level, with the tower itself measuring 22.47 metres to the top of the structure. On a clear day the Izu Peninsula, the Southern Alps and Mount Fuji all appear. Omaezaki City claims that of Japan's climbable lighthouses, this is the one where Fuji looks biggest, which is the sort of claim worth checking in person on a dry winter morning.

The light overhead gives a single white flash every ten seconds at 560,000 candela, visible for 19.5 nautical miles, roughly 36 kilometres, across an arc from 221 degrees to 104 degrees. After dark the tower is floodlit from sunset until 21:00, which makes the exterior view a separate outing from the climb.

Photography is not restricted on the grounds or from the balcony, and no ticket is needed simply to walk around the base. Free municipal parking sits close by.

Getting here takes planning. From JR Kikugawa Station, a Shizutetsu bus on the Kikugawa-Hamaoka line reaches Hamaoka in about 40 minutes, and a city-line bus continues to Omaezaki Kaiyō Center in about 30 minutes, leaving a 10-minute walk. From JR Shizuoka Station the route runs via Sagara, about 1 hour 10 minutes plus another 25 minutes. By car, allow around 30 minutes from the Sagara-Makinohara interchange or about 40 minutes from the Yoshida interchange on the Tōmei Expressway.
