A Dam Wedged Into a Slot Gorge
Kamatsusawa Downstream Sabo Dam is an erosion-control dam on the upper Inari River in Nikko City, Tochigi Prefecture, completed in 1932 and entered on Japan's register of Tangible Cultural Properties on 21 August 2002. The name is written 釜ッ沢下流砂防堰堤 and read Kamatsusawa Karyū Sabō Entei; the small ッ in 釜ッ沢 belongs to a local place name, and the reading recorded by the Agency for Cultural Affairs treats it as a full syllable, kamatsusawa.
The proportions are the first thing that stops you. The dam measures 25 metres across and stands 17 metres high. Erosion-control dams in Japan are usually the opposite shape, long and comparatively low, because they are built where a valley floor has opened out. Here the structure is nearly as tall as it is wide.
The reason lies in the rock. A catastrophic flood struck the Nikko mountains in 1902, and on this stretch of the Inari River the water cut downward rather than sideways, deepening the channel into a slot. When engineers returned three decades later, the gap they had to close was narrow and deep, and the dam took the shape the gorge allowed. The Agency for Cultural Affairs description makes the point plainly: the body of the dam expresses the topographic conditions of the site.
Two details follow from that cramped setting. The spillway notch is cut 5 metres deep, a generous opening for a dam of this width, sized to pass a concentrated torrent without letting it spill over the shoulders. On the downstream side, wing walls with a triangular elevation flare out against both banks, bracing the structure where the rock walls close in. The dam sits 366 metres upstream of Inarigawa No. 10 Dam, one of the older structures in the same series.
Why the Dam Carries a National Listing
Japan runs two parallel systems for historic structures. Important Cultural Properties and National Treasures are designated, which brings tight controls on any alteration. Registered Tangible Cultural Properties, a category introduced in 1996 for buildings and civil works generally more than fifty years old, work through guidance and notification rather than permits, allowing structures still in daily use to stay in service. Kamatsusawa Downstream Sabo Dam falls in the second group, registered under the criterion that it contributes to the historic landscape of the country. It carries registration number 09-0059 and was taken up in the 34th round of registrations, with the public notice issued on 3 September 2002.
Understanding the listing means understanding the river. The Inari rises on Nyohōsan and Akanagisan at the eastern edge of the Nikko volcanic group, runs past the eastern flank of the World Heritage shrines and temples, and joins the Daiya River about 300 metres east of the Shinkyō bridge. Its catchment covers just 12.4 square kilometres over a course of 9.8 kilometres, giving an average gradient of about one in ten. The valley walls are scored by collapse scars the local people call nagi, some of them a hundred metres deep, and after heavy rain those scars feed debris flows straight down the slope.
Tochigi Prefecture began surveying for countermeasures around 1916. The problem proved too large for the prefecture, and in 1918 the Home Ministry took the works over directly, opening an Inari River field station on 10 July with a staff of six. The first dam was finished on 21 August 1919 and destroyed by a debris flow on 15 September, less than a month later. It had been laid up as dry stonework, without mortar. Everything built afterwards used mortared stone, and that single failure set the technical direction for the next four decades. Roughly twenty dams and fifteen ground sills were completed in the valley before the programme wound down in the mid-1950s.
The design vocabulary came from Kaba Makoto (1888-1983), a Home Ministry engineer credited with laying the foundations of modern concrete erosion-control dams in Japan. The Agency for Cultural Affairs names him as designer of Inarigawa No. 2 Dam, and the Japan Society of Civil Engineers lists him as the designer of the Inari River series. His signature is the broad, round-shouldered trapezoidal spillway that recurs on dam after dam here, a form so particular to this valley that it acquired his name. He transferred to the Yokohama works office in 1930, so his personal role in the later Kamatsusawa dams is not documented, but the idiom is unmistakably his. In 2014 the Japan Society of Civil Engineers recognised sixteen structures in the valley together as a Civil Engineering Heritage.
What to Look For, and How to Get There
Come when there is water in the river and the dam performs. The flow arrives at the notch, spreads across its full width, and drops as a single white sheet against the dark stone face, hitting a bed of andesite boulders below. The stonework repays a closer look. The blocks are set on the diagonal rather than in level courses, so the face reads as a lattice of lozenges rather than horizontal bands, and the joints run mortared and tight. This is andesite, the stone Nikko masons have quarried and dressed for centuries for the shrine precincts downstream.
Stand back far enough to see both banks and the triangular wing walls resolve into what they are: buttresses shaped by the rock they meet. The 2009 repair campaign left the visible fabric largely as it was.
Getting there takes effort, and that keeps the crowds away. There is no gate, no ticket office, no admission fee, and no opening hours, because this is a working flood-control facility rather than a visitor attraction. The approach is the Inari River sabo trail, which the Nikko Sabo Office has signposted with markers and interpretive boards. From Tobu Nikko Station, allow roughly 45 minutes on foot to Takinoo Shrine, then another hour or so up the forest road along the river to reach the Kamatsusawa dams a few hundred metres above Inarigawa No. 10 Dam. Parking near the Unryū Valley trailhead is very limited; some visitors take a taxi from the station instead. Reckon on a half day for the round trip.
Photograph freely from the trail and the riverbank. Do not climb on the structure or walk out along the crest. Conditions in the valley change quickly after rain, and the forest road can be closed; in winter the route ices over and needs proper footwear.
