A Dam That Steers the Water Sideways
Kamatsusawa Sabo Dam is an erosion-control dam on the upper Inari River in Nikko City, Tochigi Prefecture, completed in 1933 and entered on Japan's register of Tangible Cultural Properties on 21 August 2002. Written 釜ッ沢砂防堰堤 and read Kamatsusawa Sabō Entei, it stands 225 metres upstream of Kamatsusawa Downstream Sabo Dam, the second of a pair built four years apart in the same reach of gorge.
It is much the larger of the two. The main body runs 64 metres across and rises 20 metres, and the official record lists three further elements alongside it: two training dikes, a ground sill, and revetment along the left bank. That list matters, because the interest of this dam lies less in the wall than in what was built below it.
Water leaving the spillway of a high dam lands hard. It scours the bed at the foot of the structure, and if the scouring goes far enough it undercuts the dam itself. The engineers here answered that with a piece of hydraulic sculpture. Downstream of the main wall they laid a ground sill at an angle to the current, and flanked it with two dikes curved in plan, so that the plunging flow is caught between them and turned. The falling water does not continue straight; it is bent.
The whole assembly sits high. The Agency for Cultural Affairs records the dikes and sill rising at a point roughly 20 metres above the ground surface downstream, and calls the arrangement a distinctive structural form. Approaching from below, you look up at a stone apparatus perched on a terrace of its own making, with the main dam behind and above it.
Registered as Something That Could Not Be Rebuilt
Japan's Registered Tangible Cultural Property system, introduced in 1996, admits structures under several separate criteria. Kamatsusawa Downstream Sabo Dam, just below, was taken in as a contribution to the historic landscape. This one entered under a different heading: that it would not be easy to reproduce. It carries registration number 09-0060 in the 34th round of registrations, with the public notice issued on 3 September 2002.
The criterion is worth taking literally. The Nikko Sabo Office has published a comparison of prewar and postwar practice in this valley that reads almost as an obituary for a way of building. Before the war the works were carried out by direct labour under the Home Ministry, materials and excavated spoil moved by human muscle and by ox and horse, the concrete mixed with rubble aggregate and finished with a facing of dressed stone. After the war the office shifted to contracting in 1960, large plant arrived, and surfaces came off formwork, steel plate, or specialist concrete. The masons who cut and set the andesite blocks on the Inari River belonged to the earlier system. Rebuilding this dam today would mean rebuilding that.
The river explains why the works were undertaken at all. The Inari rises on Nyohōsan and Akanagisan at the eastern edge of the Nikko volcanic group and drops 9.8 kilometres to meet the Daiya River about 300 metres east of the Shinkyō bridge, draining only 12.4 square kilometres at an average gradient near one in ten. Collapse scars called nagi, some a hundred metres deep, cut into the valley walls and deliver debris straight into the channel. Tochigi Prefecture began surveys around 1916; the Home Ministry took the works over directly in 1918 and opened a field station on the river that July with six staff. Its first dam was completed on 21 August 1919 and swept away by a debris flow on 15 September of the same year, a failure attributed to dry stonework laid without mortar. Everything afterwards used mortared stone. Around twenty dams and fifteen ground sills followed before the programme closed in the mid-1950s.
The visual signature of the series belongs to Kaba Makoto (1888-1983), the Home Ministry engineer credited with establishing modern concrete erosion-control dam practice in Japan. The Agency for Cultural Affairs names him as designer of Inarigawa No. 2 Dam and describes the broad, round-shouldered trapezoidal spillway as the shared mark of the group; the Japan Society of Civil Engineers lists him as designer of the series and records that the form came to be called Kaba style. He moved to the Yokohama works office in 1930, so his personal hand in this later dam is not documented, though the spillway profile follows his pattern. In 2014 the Society recognised sixteen structures in the valley together as a Civil Engineering Heritage.
Visiting the Upper Kamatsusawa Reach
The best position is downstream, looking back up. From there the three parts separate: the curved dikes on either side, the sill set across the current at its slant, and the tall wall behind. Water spreads over the sill in a wide, shallow veil and swings toward one bank as the geometry directs it. The stone is laid on the diagonal rather than in level courses, so the faces read as fields of lozenges.
A note on dates. The Agency for Cultural Affairs and the Japan Society of Civil Engineers both give 1933 for completion. A photograph caption published by the Nikko Sabo Office records the Kamatsusawa dam as completed on 18 December 1938, which may refer to the ancillary works rather than the main wall. The 1933 date is the one recorded in the national register. A partial buttressing was added in 1967 and the structure was repaired in 2011.
There is no gate here, no ticket, no admission fee, and no opening hours, because the dam remains an operating flood-control facility of the Ministry of Land, Infrastructure, Transport and Tourism. The Nikko Sabo Office has signposted the Inari River sabo trail with markers and interpretive boards, and the walk up the valley takes in most of the registered dams in sequence. From Tobu Nikko Station, allow about 45 minutes on foot past Tōshōgū to Takinoo Shrine, then roughly another hour up the forest road; Kamatsusawa Sabo Dam lies some 590 metres above Inarigawa No. 10 Dam. Parking near the Unryū Valley trailhead is very limited, and many visitors take a taxi from the station. Budget half a day.
Photograph freely from the trail and the riverbank. Climbing on the dam, the dikes, or the sill is not permitted. The forest road can close after heavy rain and ices over in winter, when the valley becomes serious terrain requiring proper equipment.
