Where the Water Entered the System

Every water system begins at a single point, and at the Sako Distribution Plant that point is the source-water well. This is the smallest of the plant's three registered buildings, covering only about 21 square metres, yet it marks the spot where raw water first entered Tokushima City's first modern supply when the plant opened in 1926. The structure has a simple logic. A box-shaped well of reinforced concrete holds the water below, and a small superstructure, the uwaya, stands over it to shelter and house the intake. The engineering was quietly ambitious: the entire waterworks, designed by the Tokyo Imperial University engineer Nakajima Eiji, took seventeen years and roughly three times the city's annual budget to bring from survey to completion, and this modest well was one of its essential first links.

Small Building, Deliberate Design

What makes the source-water well worth a second look is that its builders refused to treat a utility structure as merely utilitarian. The superstructure has a square plan. Its outer walls are faced in brick, and granite is placed at the key points, along the parapet and around the window openings. The result matches the design of the pump station nearby, so that even the humblest component of the plant speaks the same architectural language as its grandest.

This consistency was a choice. The engineers could have given the well a bare concrete cover; instead they carried the plant's Western-influenced idiom, red brick trimmed with pale granite, down to a building barely larger than a garden shed. Seen beside the pump station and the collection well, the source-water well completes a set that was clearly meant to read as one family.

Why It Was Registered

The source-water well was entered on the national register of Tangible Cultural Properties in October 1998, under the criterion for structures that contribute to the historic landscape of the country. It joined the register a year after the pump station, which in 1997 had become the first registered property in Tokushima Prefecture, and it was recognised on the same day as the collection well.

The value here is documentary as much as architectural. As a surviving intake structure from the birth of the city's public water supply, the well shows how the modernisation of everyday urban life took physical shape in the Taishō era, a change that mattered greatly in a city where unsafe well water had long threatened public health.

The source-water well is best appreciated as part of the group rather than on its own, because its meaning comes from its place in the sequence of the waterworks. Look first at how the small square superstructure relates to the larger pump station: the shared brick-and-granite treatment tells you they belong together.
