A small wooden office that kept watch over the water
The Shimonoseki City Waterworks Bureau Utsui Reservoir Office is a single-storey timber office built in 1906 in Utsuikami, Shimonoseki City, Yamaguchi Prefecture, and was registered as a Registered Tangible Cultural Property on January 16, 1998. It stands just south of Utsui No. 1 Reservoir, across the road from the water.
According to the Agency for Cultural Affairs, the Shimonoseki City Waterworks Bureau Utsui Reservoir Office is a timber building with a tiled roof and a footprint of 35 square metres, a very small office by any standard. The city describes it as having watched over Shimonoseki's water supply ever since the waterworks opened in 1906.
Why it was registered
The office was registered under the criterion of contributing to the historic landscape of the country. The Agency's note points out that, though plain and almost without ornament, it carries Western-style touches throughout, and that it shows what the early waterworks looked like on the ground.
Structures that hold water, such as intake towers and filter beds, tend to survive because they are hard to replace. The buildings where staff worked are usually the first to be rebuilt. That an original management building survives at the Utsui source is what the Utsui Reservoir Office adds to the nine registered structures.
What to look for
Three details repay attention at the Utsui Reservoir Office. The walls are finished in Shitami-itabari, overlapping horizontal boards. The windows are tall and narrow, quite unlike the wide openings of a traditional Japanese building. And the small canopy over the entrance has a curved edge.
None of this is elaborate. What it shows is a tiled timber hut given a few of the Western manners of Meiji-era public buildings, as if the new technology of piped water deserved a slightly more formal face.
Visiting the office
There is no public access to the interior of the Shimonoseki City Waterworks Bureau Utsui Reservoir Office. The city's advance-application tours cover the Waterworks Archive Room and the Takao plant, so here you see the building from outside.
Because the office stands across the road south of No. 1 Reservoir, the road gives a good view of the curved canopy and the window pattern. The site is part of a working water supply: stay outside the grounds and take photographs from public places.
