A Teachers' Association in Iida's Old Samurai Quarter
The Shimoina Education Association (下伊那教育会, Shimoina Kyōikukai) is a teachers' organisation based in Nakanomachi, Iida City, Nagano Prefecture, whose 1938 headquarters hall, a storehouse of the same year, and an older gate and storehouse inherited with a neighbouring samurai-quarter property were registered as Registered Tangible Cultural Properties on 7 October 2014.
According to the association's own history, it began in July 1879 as the Shimoina teachers' conference and was reorganised in 1887 as the Shimoina branch of the Shinano Education Association, the prefecture-wide body. It became an incorporated association in 1936 and a public interest incorporated association in 2013. It still runs the district's joint school music festival, a district art exhibition, and an annual programme of local research presentations. Its centenary was celebrated in 1987, which shows that the association counts its founding from the 1887 reorganisation rather than from 1879.
The opening ceremony for the hall took place in 1938, the year after the association marked its fiftieth anniversary. In 1946 the association bought the Kurosu residence across the street as an annex, and with it came the house's old gate and storehouse.
So the four registered structures come in two pairs with quite different histories: a hall and storehouse the association built for itself in the early Shōwa era, and a gate and storehouse it inherited from a private estate. A Western-style lecture hall and the gate of an old castle-town house face each other across the same quiet street.
Two Plots on Either Side of the Street
Nakanomachi lay within the samurai quarter of Iida's castle town, and Iida City notes that samurai residences once lined its streets. The painter Hishida Shunsō was born here in 1874; the Shimoina Education Association holds a collection of his letters and keeps a section for Shunsō research within its local studies department.
North of the street: the hall and its storehouse
The Shimoina Education Hall (303-1 Nakanomachi) stands on the north side of the street with its front facing south. The Shimoina Education Association Storehouse sits directly behind it, against the north side of the hall, facing south. A front garden planted with pines separates the hall from the road, and from the street you see the facade and garden; the storehouse is hidden behind the hall.
South of the street: the former Kurosu estate
The plot across the street (358-3 Nakanomachi) is the site of the Kurosu residence that the association bought in 1946. The Shimoina Education Association Former Kurosu Family Storehouse stands on this plot, and to its west the Former Kurosu Family Gate faces the street.
In photographs on the association's website, a wooden signboard on the gatepost reads "Shimoina Education Association Annex," and a stone marker beside it is carved with the words "Site of the Kurosu Residence." Through the gate you can see the entrance to the annex, which the association's history says was built in 1987. The association's parking map also shows the annex and a car park on this south plot.
Four Dates
Listed from oldest to newest, the dates recorded in the Agency for Cultural Affairs database are:
- Former Kurosu Family Gate: late Edo period (the database gives 1751 to 1830)
- Former Kurosu Family Storehouse: late Meiji era (1898 to 1912)
- Shimoina Education Hall: 1938, renovated 1981
- Shimoina Education Association Storehouse: 1938
The gate is the oldest and goes back to the days of the Iida domain. For the Kurosu storehouse, the Agency for Cultural Affairs believes it was rebuilt in the late Meiji era, reusing old chestnut timbers and other salvaged material. The Iida City Board of Education's handbook for fiscal 2024 describes the same storehouse as a late Edo building that was rebuilt in or after the Meiji era. Both agree that old fabric was reused; they differ on whether to date the building by its origin or by its rebuilding.
What Was Registered
All four were added to the register of Registered Tangible Cultural Properties (buildings) in the 78th round of registration, on 7 October 2014, under consecutive numbers 20-0451 to 20-0454. Each was registered for contributing to the historic landscape of the country.
- Shimoina Education Hall (20-0451): wooden, two storeys, tiled roof, building area 342 square metres
- Shimoina Education Association Storehouse (20-0452): earthen storehouse, two storeys, tiled roof, building area 30 square metres
- Former Kurosu Family Storehouse (20-0453): earthen storehouse, two storeys, tiled roof, building area 36 square metres
- Former Kurosu Family Gate (20-0454): wooden, tiled roof, 2.4 metres wide
The association's history describes the registration as the main hall, the former Kurosu gate and wall, and two storehouses. In the national database, however, the entry is simply the Former Kurosu Family Gate; the wall is not part of the registered name.
Visiting and Getting There
The Shimoina Education Hall is a working building that houses the association's office. As of October 2026 there was no notice of public access to the interior of any of the four structures, and no visitor programme. The hall's facade and the Kurosu gate can both be seen from the street in Nakanomachi. The association's office telephone number is 0265-52-0808.
The hall's car park is reserved for members and for groups and users the association has authorised, and it is closed on weekends and public holidays. There is no parking provided for visitors.
The nearest station is Iida on the JR Iida Line. The hall lies about 900 metres east-southeast of the station in a straight line, roughly a 15-minute walk.
About the Name
Shimoina Kyōikukai is read "shimo-ina kyōiku-kai." Shimoina, literally "lower Ina," is the name for the southern end of the Ina Valley in Nagano Prefecture, made up of Iida City and the towns and villages of Shimoina District; the association's member schools are spread across the same area.
In the national database all four structures carry the prefix "Shimoina Education Association." Kurosu, the family name in two of the entries, is read "ku-ro-su." The association's own records also call the house the Kurosu residence (Kurosu-tei) and the gate the Kurosu gate (Kurosu-mon).
