Minuma Tsūsenbori: A Working Lock Canal from 1731
In the southern part of present-day Saitama City, two narrow waterways cross a stream called the Shibakawa, and where they meet, the ground has been shaped by hand to solve a stubborn engineering problem. The Minuma Tsūsenbori is a lock-gate canal completed in 1731, during the Kyōhō era. It was built to carry cargo boats across a three-metre difference in water level, and it did that job for two centuries before the railways made it obsolete.
The canal has two halves, one on each side of the Shibakawa. The eastern channel runs about 390 metres; the western channel runs about 650 metres. Each half is fitted with two timber locks. Visitors today walk the same banks, past reconstructed lock frames set among bamboo and rice fields, in a landscape that still reads as rural despite the city pressing in from every direction.
Why a Canal Was Needed Here
The story begins with rice. In the early eighteenth century the Tokugawa shogunate, short of revenue, pushed a programme of land reclamation under the eighth shogun, Tokugawa Yoshimune. A large reservoir north of the site, the Minuma irrigation pond held back by an earthen dyke called the Hatchō embankment, was drained and converted into paddy fields. The official who directed the work was Izawa Yasobei Tamenaga, an engineer from Kii Province with a strong reputation for water control.
Draining the reservoir created a new problem. To replace the water the fields had lost, Izawa cut the Minuma-dai irrigation canal, a long channel that brought water down from the Tone River. It split into an eastern branch and a western branch, each following the edge of the Ōmiya plateau, while the Shibakawa drained the low ground between them. The new paddies produced rice that had to reach Edo as tax payment, and moving heavy sacks of grain overland was slow and expensive.
Izawa's answer was to turn the irrigation system into a transport network. At the point where the two branches of the Minuma-dai canal come closest to the Shibakawa, just north of the Hatchō embankment, he cut a connecting waterway in 1731. Boats could now travel from the villages around Minuma into the Shibakawa, on to the Arakawa and Sumida rivers, and finally into Edo itself.
Designation as a National Historic Site
The Minuma Tsūsenbori was registered as a National Historic Site on 3 July 1982, under the designation category covering transport works and other remains of economic activity. An additional area was brought into the designation on 19 December 2002. The residence of the Suzuki family, who managed the canal traffic for generations, is included within the protected site.
What earned the canal this status is its technical interest rather than its scale. A lock canal solves the problem of moving boats between stretches of water at different heights by enclosing them in a chamber and raising or lowering the level inside. The principle is the same one later used on a far larger scale at the Panama Canal, which opened in 1914 and is often cited as the world's most famous example of the type. The Minuma Tsūsenbori predates it by 183 years. Lock canals were known earlier still in China and Europe, and Japanese sources are careful to describe this canal as one of the oldest of its kind in the country rather than the first anywhere. Even so, as a surviving early-Edo example built entirely in timber and earth, it has few rivals.
How the Locks Worked
There are four locks in total, two on the eastern channel and two on the western, and all four share roughly the same dimensions. Counting outward from the Shibakawa, each pair is called the first lock and the second lock. A single chamber runs between about 9.9 and 11.7 metres long. At its narrowest the channel measures around 2.7 metres across, and the structure stands roughly 3.6 metres high.
The mechanism is simple and entirely manual. At the centre of each lock stand two heavy pillars, called torii pillars after the shape of a shrine gate, cut from zelkova wood for its strength. Workers slotted long, thin planks called kakuotoshi between these pillars, stacking them one on top of another. Each plank is about 3.3 metres long, 18 centimetres wide and 6 centimetres thick. As the planks went in, water from the irrigation canal was held back, and the level inside the chamber slowly rose. Around nine or ten planks were enough to lift the water to the height needed.
To bring a boat upstream, crews first hauled it from a wharf on the Shibakawa into the first lock using thick ropes. Moving a loaded boat against the current took muscle: roughly twenty people were needed to draw a single vessel into the chamber. Once inside, the planks were stacked behind it and the water rose, floating the boat up to the level of the second lock. The process repeated until the boat reached the irrigation canal. Going the other way, the planks were lifted out by a ring fitted to each one, and the pent-up water rushed downstream toward the Shibakawa, carrying the boat down with it.
The boats themselves were substantial, up to about 14 metres long and a little over 2 metres wide, capable of carrying close to 200 straw bales of rice. Because the canal borrowed water from the irrigation system, it could only run when the paddies did not need it. Traffic was therefore seasonal, working roughly from the autumn equinox through to the spring equinox.
What to Look For on a Visit
The reconstructed lock frames are the obvious focus. Standing beside one, it is worth picturing the chamber filled and a grain boat rising silently between the zelkova pillars while crews stacked planks by hand. The eastern and western channels each have their restored locks, so a short walk across the Shibakawa lets you compare both halves of the system.
Cargo moved in both directions, and the lists are a vivid record of rural Edo-period trade. Boats heading down to the city carried rice, wheat, vegetables, firewood, timber, pickled goods, miso and sake. Boats coming back up were loaded with fertiliser such as dried sardine and bean and rapeseed cakes, along with salt, fish, soy sauce and general merchandise. The canal effectively plugged the farming villages of Minuma into the commercial bloodstream of Edo.
Once a year, usually in August, the city holds a demonstration in which the locks are opened and closed in the traditional way, water level rising and falling exactly as it did in the eighteenth century. Dates are announced in advance through the city's channels, and the demonstration is the single best opportunity to see the canal doing the work it was designed for.
The Canal's Later History and the Surrounding Area
For much of the Edo period the canal traffic was overseen by two men appointed as traffic supervisors, Takada Moemon and Suzuki Bunpei, who had assisted Izawa with the original project. Management stayed largely within their families. In 1874 a formal Minuma Tsūsen company was established, and for a time business was brisk. The decline came with the railways. The Nippon Railway line between Ueno and Kumagaya opened in 1883, the Tōhoku Main Line followed in 1885, and the spread of motor trucks in the early twentieth century finished the job. Canal operations were abolished in February 1931.
The canal sits within Minuma Tsūsenbori Park, opened in 1989, a quiet green strip threaded with walking paths and edged by bamboo groves. Nearby stands the small Suijinja, a shrine to the water deity founded in 1732, the year after the canal opened, by the boatmen and others whose livelihoods depended on the water. The wider Minuma district preserves one of the largest stretches of traditional rural landscape near central Tokyo, and the irrigation canals are lined with cherry trees that draw visitors in spring. Higashi-Urawa Station, a short walk away, also serves as a gateway to these riverside cherry avenues.
