Rokurodani No. 2 Sabo Dam: A 1921 Stonework Above Kamioka Mine

The Rokurodani No. 2 Sabo Dam sits 110 meters upstream of its companion No. 1 dam in a narrow ravine above Hida City's Kamioka district. Forty-nine meters long and six meters high, it was built in 1921 from dry-fitted stone — every block raised by hand, with no mortar, no iron reinforcement, nothing but the weight and friction of the stones themselves holding it together. The Agency for Cultural Affairs added it to the national register of tangible cultural properties on March 29, 2019.

What makes this dam unusual among Japan's catalogued heritage sites is that most visitors will never see it. Most of the 6.1-meter dam body now lies buried under a century of accumulated sediment, with only the top meter or two exposed. That burial is not failure — it is the structure doing exactly what it was built to do.

The Mine That Made the Dam Necessary

The Kamioka Mine, acquired by Mitsui Gumi in 1874, grew into one of East Asia's largest zinc, lead, and silver producers. By the early twentieth century its ore was a quiet but essential ingredient in Japan's industrial economy: zinc for galvanized steel, lead for batteries and pipework, silver for currency and electrical contacts. The mine sat in a valley walled by steep, unstable slopes — geology that turned every heavy rainfall in the Northern Japan Alps into a potential debris flow.

A single major event could bury ore-processing plant, rail lines, and workers' housing further down the valley. Beginning in the late Meiji era, prefectural engineers started constructing erosion control dams across the tributaries feeding the Takahara River, part of the Jinzu river system that runs north into Toyama Bay.

The Rokurodani group, including this No. 2 dam, dates to around 1921. The work followed earlier sabo dam construction in the nearby Azukisawa and Kuwatani valleys, which together became the first concentrated sediment control network on the Jinzu watershed.

Why It Earned National Recognition

Three factors led to the 2019 registration. The first is the construction method itself. Dry-stone masonry — kara-ishi-zumi — at this scale, without cement or reinforcement, requires extraordinary skill in selecting and seating each stone so that gravity alone holds the structure against the pressure of accumulating debris. The Agency's listing notes plainly that the technique is no longer practical to reproduce.

The second is the dam's role in supporting Japan's heavy industrialization. The phrase used by the prefectural Sabo Division in its citation — that the Rokurodani group "protected the core area of the Kamioka mine downstream and supported the heavy industrialization of modern Japan" — is unusually direct for a heritage designation. It puts this anonymous stonework alongside more celebrated industrial heritage sites.

The third is that the dam still works. After more than a century, it continues to arrest sediment in conditions that have destroyed many later concrete structures. Engineers studying the site treat it as a working example of pre-modern hydrological design.

What the Site Looks Like

The dam stands in a tight, forested canyon where the Rokurodani stream cuts down into Hida gneiss — the same 250-million-year-old metamorphic rock that holds the Kamioka ore body. The stones used in the dam came from this geology, so the structure reads almost as an outcrop of the surrounding cliffs.

A visitor who reached the site — and most cannot — would notice that the river above the dam is now nearly level with the forest floor. The valley behind has filled in with the sediment the dam was built to capture. Saplings and moss colonize ground that, before 1921, was raw scree. The dam has, in effect, manufactured a small piece of forest.

The companion No. 1 dam, 110 meters downstream, was registered on the same day and presents the same character. A commemorative monument set up by Gifu Prefecture in November 2019 marks the dam group's heritage status.

Visiting Kamioka

The Rokurodani dams sit on the operational grounds of a private mining company and are closed to the general public. The Agency's listing and the prefectural announcements both state this restriction explicitly. The mayor of Hida City announced at the 2019 unveiling that the city hoped to develop guided access in cooperation with the prefecture, but no regular tour exists at the time of writing.

That said, the Kamioka district rewards a visit on its own terms. The town centered on the mine retains a dense streetscape of late Meiji and Taisho buildings — company shops, a former bank, miners' lodgings, and a tangle of narrow lanes climbing the hillside. A regular guided walking tour, Burari Kamioka, is operated by a local association and offers a more textured introduction than self-guided strolling.

For those drawn to the mine itself, Mitsui Kinzoku's history of the site and the local mining museum explain the industry from ore to refined metal. A few kilometers underground, the same mine cavity now houses the Kamiokande and Super-Kamiokande neutrino detectors — Nobel-Prize-winning particle physics facilities. The same valley that built early-twentieth-century Japan is still doing useful work, in a different register.
