Nagaragawa Power Plant Main Gate: A Brick Threshold to Meiji-Era Industrial Heritage

On the banks of the Nagara River in Mino City, a low brick gate faces the water rather than the road. It marks the entrance to the Nagaragawa Power Plant, a working hydroelectric station that began generating electricity in March 1910 and has not stopped since. The gate itself, modest at first glance, is one of the earliest surviving examples of utilitarian brick architecture built for Japan's electric industry, and it earned national recognition as a Registered Tangible Cultural Property on December 4, 2000.

The pillars stand 2.4 meters high, flanking an opening 5.5 meters wide. Side wickets and a north wing wall extend from either pillar, and a flight of brick steps fans outward toward the river. Granite caps and bases give each pillar a deliberate weight, tightening the silhouette against the softer red of the brickwork.

Why This Gate Was Registered

Registered Tangible Cultural Properties are buildings deemed worth preserving for their contribution to the modern Japanese landscape, particularly those over fifty years old. The Nagaragawa Power Plant Main Gate qualifies on several grounds at once.

The gate is part of a single design vocabulary that runs through the entire station compound. The same red brick, laid in English bond, frames the two-story main building, the outer wall, and the aqueduct bridges that channel water down from upstream. Architectural historians treat the gate and outer wall as inseparable from the main hall, recognizing them as a unified industrial landscape from the late Meiji period rather than three separate structures.

Beyond the architecture, the station occupies a distinct place in Japanese economic history. The site was chosen after years of survey work begun in 1895 by Shigemasa Kobayashi, a former samurai of the Iwamura domain who had been inspired by the Keage power station at Lake Biwa. His original company collapsed in the post–Sino-Japanese War recession; the project was revived a decade later by Nagoya Electric Light Company on the urging of Jun Noguchi, then promoting Siemens generators in Japan. Construction began in 1908. Total expenditure exceeded 2.46 million yen — an enormous sum at the time.

When the plant entered service on March 15, 1910, its 4,200-kilowatt output traveled roughly 52 kilometers to Nagoya. The very next day, the electricity lit the illuminations at the 10th Kansai Regional Joint Exhibition in Tsuruma Park — an event that drew 2.63 million visitors and announced the arrival of large-scale electric infrastructure to central Japan. In 2007, the station was further designated a Modernization Industrial Heritage site by the Ministry of Economy, Trade and Industry.

What to Look For on a Visit

Visitors approach the gate from the road that runs along the Nagara River. Because internal access to the operating power station is restricted, the gate effectively becomes the boundary of the experience — and that is in many ways the point. Standing in front of it, you can study what Meiji engineers thought a piece of industrial infrastructure should communicate to the public.

Notice the contrast between materials. The brick is warm and human-scaled; the granite at the pillar tops and bases reads as cool, civic, almost ceremonial. The steps spread outward in a flared shape (the Japanese designation describes them as sue-biraki, "opening at the foot"), gesturing toward the river as if welcoming arrivals by water. In the early twentieth century, large equipment was indeed delivered by raft along the Nagara; period photographs show generators being floated to the construction site from the opposite bank.

The main building is visible just beyond the gate. Its gabled ends carry rose-window-style openings and Japanese-style ogre tiles (onigawara) — a hybrid detail that reveals how Meiji-era engineers fitted Western brick construction into a vocabulary local craftsmen and clients could read. A short walk along the perimeter reveals the long red outer wall, also registered, completing the compound's unified composition.

It carries the 4.9-kilometer headrace channel that feeds the plant and forms a five-arch span 61 meters long built in the same English-bond brickwork. Together with the Hiyatani Aqueduct Bridge nearby, it shows how a single architectural language was applied across an entire hydroelectric system.

Around the Site

Mino City is best known as a center of washi paper-making, with a UNESCO-recognized tradition stretching back over thirteen hundred years. The old merchant district known as Udatsu no Agaru Machinami, with its raised firewall roof ornaments, lies about a twenty-minute drive south of the power plant and rewards a half-day of unhurried walking.

Closer to the station, the Yu-no-hora hot spring is reached by a short ascent through the forested hills behind the plant. The Nagaragawa Railway's Etsumi-Nan Line passes just below the site, and a single-car train ride up to Gujō Hachiman — a castle town famed for its summer dance festival — makes for an unforced day out from Gifu. The river itself is one of Japan's three clearest, and in summer the traditional ukai cormorant fishing can still be watched downstream at Mino-Ōta and Gifu City.
