An Edwardian-Era Intake on the Nagara River
Walk along the middle reaches of the Nagara River in the southern part of old Minami village, now folded into Gujo City, and you will come across a low brick wall set against the bank. Five flattened arches open into the rock; above them, a long red-brick face rises only 2.7 meters but stretches some 14 meters across the water's edge. This is the upper section of the intake mouth of the Nagaragawa Power Station, completed in 1910 and still feeding water into the same channel it was built to serve.
The structure looks plain at first glance, almost utilitarian. That is part of its appeal. The five segmental arch gates carry voussoirs of cut granite; above them sit four rectangular openings, now sealed, which once admitted extra water when the river ran high in early summer. The brickwork is laid in English bond — alternating courses of headers and stretchers — the standard formal pattern of Meiji-era industrial masonry.
How the Nagara River Was Harnessed
The idea of using the Nagara for hydroelectricity belonged first to Kobayashi Shigemasa, a former retainer of the Iwamura domain who had visited Kyoto's pioneering Keage Power Station and come away convinced that the rivers of Mino could do the same work. Through the 1890s he surveyed the river himself, gathered local capital, and obtained water rights from the authorities in 1898. The plan stalled in the recession that followed the Sino-Japanese War.
The project was rescued by Noguchi Jun, then a young electrical engineer working at Siemens's Japan office, later the founder of the Nichitsu (Chisso) industrial group. Noguchi took over the dormant rights and brought the plan to Nagoya Electric Light Company, which until then had been planning a station on the Kiso River instead. The shareholders approved the Nagara scheme in May 1907; construction began the following year.
The geography made a dam unnecessary. The Nagara already had the fall the engineers needed; what they had to build was a long, low-gradient channel running parallel to the river, so the water it carried would lie progressively higher than the surface of the river itself. The intake mouth in Minami marks the head of that channel. From here the water travels roughly 4.9 kilometers through tunnels, covered ducts, and the brick aqueducts that still cross several side valleys, before dropping through a single iron penstock into the turbine hall in what is now Mino City.
The station went live on March 15, 1910. Output was 4,200 kilowatts, fed onto a 52-kilometer transmission line to Nagoya. The next evening, the electricity it generated lit the illuminations at the 10th Kansai Prefectures United Exhibition in Tsuruma Park — a vast public showcase of industrial progress that drew over a million visitors and announced the arrival of large-scale hydropower in central Japan.
Why the Intake Is Listed
The intake mouth was added to the national register of Tangible Cultural Properties on August 28, 2001, together with several other structures along the channel: the main station building, the front gate, the outer wall, and three of the brick aqueduct bridges. They are listed not for any one outstanding feature, but as a coherent surviving group of early-twentieth-century power engineering — among the oldest such ensembles in Japan still doing the work they were designed for.
For the intake itself, the registration entry notes two things in particular. The first is the use of granite voussoirs on the five arch gates, a detail that combines the masonry traditions Japanese stoneworkers had refined on bridge and castle work with imported civil engineering practice. The second is the now-closed upper openings, an unusual flood-regime feature that documents how the original designers expected the river to behave through the seasons. In 2007 the wider complex was also recognized by the Ministry of Economy, Trade and Industry as a Modern Industrial Heritage site.
What to Look For on Site
The intake is not a tourist facility. It sits on operating utility land owned by Chubu Electric Power, and visitors should stay on the public road and verge rather than approach the structure itself. From the road, however, the geometry reads clearly: count the five arches at water level, then the four blind openings above, then the long stretcher-and-header rhythm of the brick. Look for the slight irregularities where weathering has darkened individual bricks differently, and the cut granite at the arch crowns — easier to pick out in raking morning light than at midday.
The contrast with the main station building further downstream is worth noting if you have seen both. The station building wears Western brick walls but tops them with a roof-line that includes Japanese-style ogre tiles (oni-gawara). The intake makes no such concession to local idiom. It is the work of engineers who treated the structure as pure waterworks, and the absence of ornament is part of why it has aged so well.
The Wider Setting
The intake is located in Minami, the southern district of Gujo, a town better known for the Gujo Odori summer dances held in late August through early September, and for clear-water sights along the Nagara further upstream. The station building itself lies roughly 5 kilometers downriver, in Mino City, and is reachable on foot from Yunohora-onsen-guchi Station on the Nagaragawa Railway — a small private line that runs along the river all the way to Hokuno. The line is itself part of the appeal; carriages are infrequent, but the river views are continuous.
A short detour upstream brings you to Suhara Shrine, an important Mino-region sanctuary in a setting of old cryptomeria. Downstream, the Mino townscape — preserved row-houses, paper workshops, the Mino Bridge of 1916 — makes a natural pairing with the power station for anyone interested in how the Meiji and Taishō periods reshaped this stretch of river.
