Stone Embankments That Tamed a Raging River

The Midai River leaves the Southern Alps and loses its mountain walls near Arino in present-day Minami-Alps City, then fans out across a wide gravel slope toward the Kōfu Basin. For centuries this short river, only about 18.8 kilometers from source to mouth, behaved less like a watercourse than a weapon. Heavy rain turned it into a flood that shoved against the Kamanashi River and drove damage deep into the floor of the basin.

The Midaigawa Kyū-teibō, designated a National Historic Site in 2003, is what remains of the answer to that problem: a set of stone embankments built across the river's alluvial fan to break, divide, and redirect its force. The site spans two municipalities, Nirasaki City and Minami-Alps City in Yamanashi Prefecture, and it preserves a way of thinking about water that is rare anywhere in Japan.

A River Built From Crumbling Rock

The Midai River was not violent by accident. Its headwaters cut through the Misaka geological formation, a brittle Neogene rock that collapses easily, so the river carried an unusually heavy load of gravel and angular stone for its size. Older residents recalled a riverbed packed bank to bank with coarse sediment, and before the land was reorganized into modern fields the surface of the fan was scattered with sharp rubble.

When such a river floods, it does not simply rise. It pushes its bed of stone downstream and slams that mass into whatever lies ahead. Local accounts describe the Midai River forcing the larger Kamanashi River off course at their meeting point, sending water toward the heart of the Kōfu Basin where people farmed and lived.

Tradition credits the warlord Takeda Shingen (1521–1573) with organizing the flood-control works of this district, and the system is often spoken of as part of the wider effort that produced the famous Shingen-zutsumi levee. The picture is not that simple. The structures are described as Shingen's work in the Kai Kokushi, a provincial gazetteer compiled in 1814, yet they appear in no surviving document from the Warring States period itself. When the embankments were excavated, the construction methods found were of much later date. The honest conclusion of researchers is that the original date is unknown, and that what stands today is the product of repeated loss and rebuilding across the centuries.

How the System Worked

The flood-control scheme treated the river as a sequence of problems to be solved one stage at a time. At the apex of the alluvial fan, where the Midai River first spilled out of the foothills, builders set the Ishitsumidashi, literally "stones thrust out." These were stone embankments that fixed the river's path and protected the farmland of the fan below. Of an original run of five such embankments, the first three survive and are part of the designation.

Further down, builders placed the Shōgi-gashira. The name means "chess head," and it makes sense only from above: seen from the air, each embankment narrows to a point in the shape of a Japanese chess piece. The pointed prow split the current in two, weakening it, sending part of the flow north and part south so that no single channel carried the river's full strength.

Beyond the designated site, the larger system continued. A channel called the Horikiri was cut through a terrace of volcanic debris to guide the redirected water, and at the confluence with the Kamanashi River a group of large stones known as the Jūrokuseki, the "Sixteen Stones," helped throw the current against the cliff of Takaiwa, where the rock face absorbed and cancelled its energy.

The designated Historic Site itself gathers the surviving pieces of this puzzle: the first through third Ishitsumidashi embankments, the Mushina Shōgi-gashira, and the Masugata embankment in Minami-Alps City, together with the Gejō Minamiwari Shōgi-gashira in Nirasaki City.

Flood Control and Farming in One Structure

What lifts this site above a simple flood barrier is that several of its parts did two jobs at once. The Tokushima Canal, a separate registered monument, crosses beneath the riverbed of the Midai River through a covered conduit. To send water toward the Mushina district, the canal had to surface in the middle of the riverbed and pass through a sluice, the Goden water gate. That gate was vulnerable, so an embankment called the Masugata was built to shield it from floods.

The Mushina Shōgi-gashira then protected the rice fields and villages that depended on the water the canal delivered, including the old village of Mushina and, downstream, the settlements of Yagyūjima and Kami-Takasago. The Gejō Minamiwari Shōgi-gashira in Nirasaki served the same purpose for paddies fed by the same canal. Flood defense and irrigation were not competing concerns here. They were designed as a single working system.

This combination is why the site was recognized under the criterion for engineering and production-related remains. It preserves the character of Kōshū-ryū kawayoke, the Kai-province school of river-control technique whose methods reach back to the Warring States era, and it does so as a connected landscape rather than an isolated relic.

What to Look For on Site

The embankments reward a visitor who knows what to notice. Seen from ground level, a Shōgi-gashira can look like an ordinary low stone bank. Its logic only appears when you picture it from above, or stand at the pointed end and imagine the water arriving and splitting against it.

The stonework itself carries its history. Excavation revealed a foundation of logs laid in a ladder pattern, a technique meant to keep the heavy embankment from sinking into the loose gravel of the fan. On the side facing the current, builders set large stones, some around 80 centimeters across, packed against the force of the water. One stacking method recorded here builds up stone from one end, turns at the far end, and runs back, an approach generally associated with the middle Edo period rather than the sixteenth century. Details like this are exactly why scholars hesitate to call the whole structure Shingen's own work.

The wider landscape also tells the story. The south branch of the Midai River, cut off when the flow was finally controlled, no longer carries water at all. Its former course now serves as a prefectural road, a quiet reminder that the river people see today was shaped by human decisions made over many generations.

Visiting the Site

These are outdoor remains set among fields and riverbank, freely accessible and best appreciated in dry, clear weather when the shape of the land reads easily. There is no admission and no fixed schedule, though the surrounding ground can be uneven, so sturdy shoes are sensible.

The Ishitsumidashi is reachable by bus from Kōfu, the nearest major rail hub, with a short walk from the stop near Shionomae. The Shōgi-gashira lies a good distance further on, roughly an hour or so on foot from the Ishitsumidashi for those who want to trace the system across the fan. Visitors with limited time may prefer to focus on one component and pair it with the nearby Shingen-zutsumi.

Explanatory panels stand at the river-control sites of this region, and guided study walks are held from time to time by local groups, which makes the engineering far easier to read for a first-time visitor.

Around the Midai River Fan

The Shingen-zutsumi, the levee that gave the whole regional effort its popular name, lies downstream near the meeting of the Midai and Kamanashi rivers and is the natural companion visit. Seeing the embankments of the fan first and the levee afterward lets the logic of the system unfold in the order water would have travelled it.

Minami-Alps City is also one of Yamanashi's leading fruit-growing districts, and the gentle slopes of the alluvial fan, the same ground these embankments were built to protect, are now covered with orchards. Depending on the season, peaches, cherries, and grapes are part of the area's appeal.
