The Town's Water Jar on the Hill
The Sanjo City Waterworks Bureau Osaki Water Purification Plant Distribution Reservoir (三条市水道局大崎浄水場配水池) is a 1933 reservoir built on a knoll at the north end of the Osaki waterworks in Nakashin, Sanjo City, Niigata Prefecture, and it was listed as a Registered Tangible Cultural Property on October 28, 2011. It holds the treated water bound for town and is the last stop in the plant.
Two basins, each 24 meters east to west, 28 meters north to south and 4.2 meters deep, sit side by side. The area is 1,344 square meters. They are covered by an earth mound topped with 36 ventilation shafts, and a single-storey reinforced concrete machine room stands at the center of the south side.
The records differ on structure: the national database says concrete, while the list compiled by the Niigata branch of the Japan Society of Civil Engineers says reinforced concrete.
Using Height to Deliver Water
The Sanjo City Waterworks Bureau Osaki Water Purification Plant Distribution Reservoir sits high so that water can run down to town on its own. Once the transmission pump house has lifted it here, the drop in height does the rest. The survey report quoted by the civil engineers calls the hillside location highly effective for gravity distribution and describes Mount Yōgai itself as a natural distribution device.
The Agency for Cultural Affairs calls the machine room light and graceful, and the engineers note that it uses classical ornament, a deliberate change from the Romanesque of the transmission pump house. The basins are plain civil works; a small piece of architecture on their front gives them a face.
The same report says that from the top of the reservoir you can see across Sanjo's rooftops to Mount Yahiko. Placing the town's water store where it looks down on the town it serves sums up what the structure is for.
What to Look For
The grid of 36 vents maps the two basins under the mound. Trace the rows and the outline of the paired basins appears. The machine room on the south side reads like the front door of this earthen hill.
The city's reference photograph is taken from the northwest. Just to the west stands the meter house, where the water sent to town was measured.
Visiting
The reservoir holds drinking water and the grounds are normally closed. When they opened for cherry blossom season (from April 7 in 2026), visitors heading to the knoll at the north end could see the machine room and the rows of vents. Follow on-site guidance on whether you may climb to the top.
