The Building That Lifts Clean Water Uphill
The Sanjo City Waterworks Bureau Osaki Water Purification Plant Transmission Pump House (三条市水道局大崎浄水場送水ポンプ室) is a 1933 reinforced concrete pump house at the Osaki waterworks in Nakashin, Sanjo City, Niigata Prefecture, built to push treated water up to the distribution reservoir, and it was listed as a Registered Tangible Cultural Property on October 28, 2011. It stands north of the regulating reservoir.
It is a single-storey building with a partial basement, 20 meters east to west and 11.4 meters north to south, with a building area of 199 square meters. An entrance projects from the west face. The walls are finished in lime plaster and the windows take the shape of round arches. Inside, the dado is tiled.
Water stored in the regulating reservoir is drawn up here and sent to the reservoir on the knoll at the north end of the site. From there it flows down to town by gravity, so this building supplies the last push needed to get water to Sanjo's taps.
A Romanesque Machine Room
The Niigata branch of the Japan Society of Civil Engineers describes the exterior as weighty and Romanesque. The evidence is in the round-arched windows and in the Lombard band, a frieze of small arches running under the eaves, both borrowed from medieval European churches and applied here to a room full of pumps.
Sanjo City lists the Sanjo City Waterworks Bureau Osaki Water Purification Plant Transmission Pump House among the plant buildings given elegant, original designs because people would see them. Hasegawa Tatsuo, who designed them, was known in prewar Niigata for his command of historical styles, and this is where that skill shows most clearly.
The machine room on the distribution reservoir, by contrast, uses classical ornament. Giving each building its own style within a single waterworks says a good deal about the designer's care.
How to Read the Facade
Follow the row of arched windows and the frieze beneath the eaves. The curve of each window head answers the small arches above, and together they throw shadows across the white plaster.

The west front with its entrance faces the path through the grounds.
Visiting
The pump house is still working and its interior is closed. The grounds are normally off limits, but when they opened for cherry blossom season (from April 7 in 2026), the exterior could be seen from just north of the regulating reservoir.
