A Tiny Building That Measured the Town's Water
The Sanjo City Waterworks Bureau Osaki Water Purification Plant Meter House (三条市水道局大崎浄水場量水器室) is a 1933 reinforced concrete hut beside the distribution reservoir at the Osaki waterworks in Nakashin, Sanjo City, Niigata Prefecture, and it was listed as a Registered Tangible Cultural Property on October 28, 2011. It housed the meter that recorded how much treated water went out to town.
It measures 1.8 meters east to west and 2.0 meters north to south, a building area of just 3.9 square meters, the smallest of the twelve listed structures. The walls are washed-finish mortar with a cornice at the eaves and a small canopy over the door. Inside, the walls are plastered, and the base of the meter survives toward the back.
According to the Niigata branch of the Japan Society of Civil Engineers, the room held a British-made mercury Venturi meter, 400 millimeters in bore, with a self-recording chart. A Venturi meter narrows the pipe and reads the flow from the pressure difference the narrowing creates.
Small, but Fully Designed
The Agency for Cultural Affairs calls the Sanjo City Waterworks Bureau Osaki Water Purification Plant Meter House simple yet elegant, a building that adds charm to the setting. Sanjo City names it alongside the office and the transmission pump house as one of the buildings given original designs because people would see them.
The engineers note a Lombard band, a frieze of small arches, running around the top of the walls. It is the same vocabulary as the transmission pump house, applied to a building barely 2 meters square, which shows that Hasegawa Tatsuo held every building to the same standard regardless of size.
A plain concrete box would have protected the meter well enough. Instead it got a cornice, a canopy and a textured finish. Perhaps that care reflects what was measured here: the output of the whole waterworks, the water actually delivered to the town.
What to Look For
Start at the eaves, where the cornice, the arched frieze and the door canopy stack up to give a tiny cube a distinct top and base. Up close, the washed mortar shows its pebbly aggregate.

Visiting
The interior is closed and the grounds are normally off limits. During the spring opening, look for the meter house on the west side of the distribution reservoir at the north end of the site. It is small, so use the reservoir as your landmark.
