A Two-Family House for the Plant Staff
The Sanjo City Waterworks Bureau Osaki Water Purification Plant Former Caretakers' House (三条市水道局大崎浄水場旧番宅) is a 1933 staff residence inside the Osaki waterworks in Nakashin, Sanjo City, Niigata Prefecture, and it was listed as a Registered Tangible Cultural Property on October 28, 2011. It stands between the transmission pump house and the distribution reservoir.
The single-storey timber building measures 16.4 meters by 7.3 meters, a building area of 122 square meters, under a hipped pantile roof. It is divided down its length into two dwellings in the row-house manner, each with its own front door and a toilet projecting at the back. The walls are clad in overlapping weatherboards.
A banataku, the word in the Japanese name, is a keeper's house. Water treatment runs day and night, and staff presumably lived on site to keep watch over the equipment.
Why a House Belongs on the List
Of the plant's twelve listed structures, the Sanjo City Waterworks Bureau Osaki Water Purification Plant Former Caretakers' House is the only one that never handled water. It was included because a waterworks depended not only on filters and pumps but also on the people who kept them running, and this building is where they lived.
The Agency for Cultural Affairs says it gives a glimpse of what an early Showa waterworks involved. Because the whole original set survives at Osaki, the picture here includes daily life as well as machinery.
The design is restrained. There is none of the flourish of the office or the transmission pump house, just weatherboarded walls and a hipped roof, the ordinary vocabulary of houses at the time. It sits between the showpiece buildings and the plain process structures, a building made simply for living in.

The two front doors tell you it is a double house. Compare their spacing with the length of the roof and you can read a plan split evenly along its 16.4-meter length.
A hipped roof slopes on all four sides, so no triangular gable wall appears. The low, calm outline gives the building a domestic quiet among the plant structures along the foot of the hill.
