A Small Center on the Main Axis
The Sanjo City Waterworks Bureau Osaki Water Purification Plant Office Building (三条市水道局大崎浄水場事務室棟) is a single-storey timber office built in 1933 at the center of the Osaki waterworks in Nakashin, Sanjo City, Niigata Prefecture, and it was listed as a Registered Tangible Cultural Property on October 28, 2011. It faces west, squarely in line with the main gate.
It measures 5.5 meters by 7.9 meters, a building area of 50 square meters, so, unusually, the span across the ridge is longer than the ridge itself. The northwest corner is cut away to form an entrance porch, and a washroom projects at the back. The walls are washed-finish mortar above a tiled dado.
The roof is a gabled pantile roof, laid according to the Niigata branch of the Japan Society of Civil Engineers in red concrete tiles. What sets the building apart is the gentle curve given to that roof, which makes it resemble the Nagare-zukuri main hall of a Shinto shrine.
Why a Shrine-Like Roof?
The Agency for Cultural Affairs describes the Sanjo City Waterworks Bureau Osaki Water Purification Plant Office Building as the heart of the plant, distinguished by its nagare-zukuri-style roof. Hasegawa Tatsuo, who designed the plant's buildings, saved his inventiveness for the structures people would see, and the office is a prime example.
The curved roof sits comfortably against the green of Mount Yōgai behind it. The civil engineers' write-up says the building blends into its setting while serving as the emblem of the plant. It looks less like a works office than a small shrine at the foot of a hill.
The plant was built to mark Emperor Showa's enthronement, and it is tempting to connect that commemorative purpose with the choice of shrine vocabulary for the building on its main axis. No document recording the designer's intention has been found, though.
Details Worth a Closer Look
From the main gate the curved roofline stands out against the green of the hill behind. The cut-away porch at the northwest corner sits to the front left as you face the building from the gate.
If you can get close, look at the join between the pebbly washed mortar and the smooth tiles of the dado. The change of texture at waist height gives this small building a clear base and top.
Visiting
The Sanjo City Waterworks Bureau Osaki Water Purification Plant Office Building is still in use and its interior is closed. You can see the front through the main gate from Route 289. When the grounds opened for cherry blossom season (from April 7 in 2026), visitors could walk in through the side gate and approach the building.
